The European Commission expects installed EU data-centre capacity to rise from approximately 12 GW in 2025 to around 28 GW by 2030. That implies roughly 16 GW of additional capacity, with a power and development requirement behind every campus. [1]

The Commission’s June 2026 proposal for the Cloud and AI Development Act sets out an ambition to at least triple EU data-centre capacity within five to seven years. This is a policy objective, rather than committed construction. [2]

In Q2 2026, 63% of new European colocation and hyperscaler self-build capacity reported by CBRE was delivered outside Frankfurt, London, Amsterdam, Paris and Dublin. [3]
These indicators use their publishers’ own geographies and definitions. The EU forecast, EU policy ambition and wider European quarterly supply figures are distinct measures.

Power is changing the map.
The established hubs remain important, but expansion is broadening into locations where power and land are available.
JLL reports lead times of up to ten years in primary markets serving latency-sensitive workloads. Location still matters; the right site depends on both the power available and the customer’s requirements. [4]
For FIU, the opportunity is to bring suitable electrical sites into productive use: qualify the connection, establish the power supply, secure the necessary permissions and develop around a customer’s requirements.
Market growth establishes the scale of the opportunity. The investment case is made at each site.
